REPORT FOR JANUARY 30

On Wednesday,
the Senate Early Learning and K-12 Education Committee held a public
hearing on six bills: SB 6286, SB 6536, SB 6443,
SB 6418, SB 6640 and SB 6183.
- SB 6286 would require
school districts to file new reports on disciplinary actions and
placement actions taken during the school year. Specific information
would have to be collected, including the offense or conduct; the
student's age, grade level, race or ethnicity, gender, disability
status, and eligibility for free or reduced price lunches; and
whether a suspension or expulsion affected the student's academic
standing.
- SB 6536 would require
Educational Service Districts to implement best practices for
students at risk to identify, intervene and seek support for
students showing emotional, social or academic risk.
- SB 6443 would require
classified or certificated employees to be terminated upon a guilty
plea or conviction of any felony crime involving sexual offenses,
regardless of the victim's age. Current law requires education
employees to be terminated if the victim is a minor.
- SB 6418 would prohibit
the use of handcuffs or other restraints unless a student's behavior
posed a threat of imminent, serious or physical harm to themselves
or others. Physical restraints would be prohibited as a means of
punishment or as a disciplinary response to incidents. School
districts would also be required to adopt policies regarding
restraints.
- SB 6640 would require
OSPI to develop and offer a training strand through the summer
institutes and the winter conference targeted to classified
instructional assistants.
- SB 6183 would allow first
class districts to change from all director districts to a
combination of at-large positions and director districts. This
process is currently allowed, but limited to only second class
districts. It is intended to assist school districts that have
difficulty filling school board vacancies or recruiting candidates
to run for the school board.
