| WSSDA IAC looks at
proposed amendments to the WIAA Handbook

Each year the member schools of the Washington Interscholastic Activities Association (WIAA) submit proposed amendments to the WIAA Handbook. These are distributed to all member schools and are discussed in WIAA district meetings. They are then voted on in the spring at the WIAA Representative Assembly.
The WSSDA Interscholastic Activities Committee (IAC) will meet Feb. 11 and will make recommendations to WIAA Executive Board and the assembly. School board members are encouraged to review the proposed amendments and provide input to their
Director Area representatives on the WSSDA IAC.
The IAC also recommends that all school boards have their district
athletic director these amendments to their board in a meeting (study
session or work session is suggested) sometime in January.
PROPOSED AMENDMENTS TO THE WIAA HANDBOOK

| The following summary is a brief
description of the proposed amendments. School directors should
contact their district Athletic Director for more detailed
information |

#1 (Middle Level School Only) |
|
Section 55.62.0 Middle Level Cross Country — This would add a
cross-country jamboree to the middle level schools schedule. The
jamboree would be limited to one-mile in length and is intended to
provide a competitive "game-like" event as a prelude to the
season. |

#2 (Middle Level School Only) |
|
Section 66.61.0 Middle Level Wrestling — This amendment would reduce the
required number of practice days from 12 to 10 for Middle Level
Wrestling. |
|
#3 (Middle Level School Only) |
|
Section 66.64.0 Middle Level Wrestling — This amendment would allow
student athletes to wrestle a maximum of 22 contests in a season.
The number of dates that a team may schedule remain at 10. |

#4 (Middle Level And High Schools) |
|
Section 8.0.0, 8.0.1, 8.0.2, 8.0.3, 8.0.4, 8.0.6 WIAA Executive Board —
This amendment would increase the WIAA executive board from 10
members to 13. Basically the amendment provides for nine (9)
elected members and four (4) appointed members. The four at-large
members shall be selected in order to provide female, ethnic,
position and geographic representation on the Executive Board. |

#5 (Middle Level And High Schools) |
|
Section 17.0.0 Out-of-Season — The amendment would limit the time that
coaches can coach their athletes during the summer. The amendment
establishes JULY 15 as the last date that coaches can coach
during the summer. |

#6 (Middle Level And High Schools) |
|
Section 17.0.0 Out-of-Season — This amendment establishes parameters for
"OPEN GYM" activities in the off-season. Specifically it restricts
coaches from conducting OPEN GYM activities that involves
implements of the sport they coach (Basketball coaches could not
supervise activities involving the use of basketballs, football
coaches could not supervise if footballs were used, etc.)

#7 (Middle Level And High Schools) |
|
Section 17.0.0 Out-of-Season — This amendment would allow athletes that
are selected for participation in Washington State Coaches
Association feeder and All-star games to wear their school
uniforms. (It is presently not allowed and would effect graduating
seniors.) |

#8 (Middle Level And High Schools) |
|
Section 18.0.0 Out-of-Season — This amendment proposes that a full-time
student in a public alternative school shall be eligible in the
district in which the alternative school resides. Note this
applies to alternative schools only. Presently the student might
attend school in one district but be eligible in his/her "home"
district.

#9 (Middle Level And High Schools) |
|
Section 27.3.0 Rule Violations and Penalties — This amendment proposes
that an inadvertent error by mechanical. Electronic, clerical
error or incorrect interpretation or application of the rules and
regulations by a principal or athletic director need not always
result in forfeiture. The school would have the burden of proof to
show the error was not intentional in order to have the forfeiture
voided. |

#10 (Middle Level And High Schools) |
|
Section 27.4.1 Rule Violations and Penalties — The amendment proposes
that if the use of an ineligible athlete is discovered AFTER
the season has concluded, sanctions other than forfeiture may be
applied.

#11 (High Schools) |
|
Section 4.2.0 Classifications — This amendment proposes that the
classification process be re-calculated every two years. Under the
present system the "cut-off" numbers for classifications shall
remain in effect for eight years.

#12 (High Schools) |
|
Section 4.2.2 Classifications — This amendment would not "count" students
that attend separate, approved alternative schools as a part of
the enrollment for the school that the alternative student would
normally attend. |
