Strengthening School Boards • Improving Student Learning

Project Summary

Policymakers in Washington consider public education a priority. The Office of the Superintendent of Public Instruction and the state legislature initiated several projects to raise the achievement of our students, and we are seeing some progress.

In the midst of this progress, we know the global society Washington’s children are growing up in is changing, and not every school has adapted to accommodate the diverse needs. Many children lack the nurturing and stable family support needed for success in school. Our challenging economy could send even more of Washington’s children into poverty. In addition, our schools are experiencing increasing numbers of immigrant and ethnic minority students, which challenge the system’s ability to meet all students’ learning needs. Research shows that each of these factors can inhibit learning; however, these barriers to learning can be overcome with additional support.

Some Washington districts are moving quickly to improve, but many lack the expertise and proven methods for improving student learning. While OSPI has recognized some as "schools of distinction," little evidence shows those successes were able to extend or sustain the improvement effort beyond the involved school. If we are to achieve the full promise of public education in Washington State, we need to find ways to broaden excellence at the school district and state levels.

The Washington Lighthouse Project is designed to bring key educational leaders together in pursuit of training programs beginning at the board level that create excellent school systems, where all children are performing at high levels.

Project Purpose

The purpose of the Lighthouse Project is to cultivate and sustain leadership for student learning at the district school board level. By preparing school district policymakers to take actions that create conditions for student success, we can expect this initiative to improve learning for all children in participating Washington school districts.

Using findings from the Iowa Lighthouse Research on effective school boards and additional research on effective school leadership, this project is designed to update and implement the types of development and support school boards need in order to have a positive impact on system-wide efforts to improve student learning.

Project Objective

Deliver training programs and materials that develop board/superintendent leadership teams that take actions targeted to improve student achievement.

Short-Term Outcomes

Impact the conditions that improve student learning through board leadership.

Long-Term Expected Outcomes

  • Improve graduation rates
  • Increase the percentage of students who are proficient on standardized tests
  • Close the achievement gap
  • Prepare all students with 21st Century Skills
